HIGH MEADOWS, Monterey County — October 30, 2026. Residents of High Meadows near Carmel can find a dedicated, neighborhood-scale budget in Monterey County’s fiscal 2026–27 records. In the county administrative officer’s published budget comparison, recommended spending for CSA 51 — High Meadow is listed at $63,828, compared with $48,769 in the adopted 2025–26 budget. That is a recommended increase of $15,059.

County Service Area 51 is a special district, not a second county government, homeowners association or new agency. Such districts provide or finance specified local services within a designated boundary. The budget line is important because it gives the neighborhood a way to ask what is being maintained, what the county expects to spend, and whether proposed appropriations were ultimately approved or used.

The difference between a spending plan and completed work

The recommendation identifies a dollar amount for the district as a whole. It does not identify a specific road resurfacing project, authorize a new building, or prove that a vegetation contractor has been hired. A budget is an appropriation framework; invoices, executed contracts and project closeout records would be needed to document performance. The recommended version also should not be mistaken for the full adopted budget unless checked against subsequent Board of Supervisors amendments.

Another important distinction is that district spending and district revenue are different figures. The county’s separately published FY 2026–27 revenue analysis recommends $27,683 in revenue for High Meadow’s fund, compared with $24,653 in 2025–26. A spending recommendation larger than current-year revenue need not mean the district is insolvent: districts may use accumulated fund balances or other lawful financing. The exact financing sources must be checked in the special-district schedule before drawing a conclusion.

Where is High Meadows’ official service boundary?

Monterey County’s LAFCO boundary material identifies CSA 51 — High Meadows near High Meadow Drive, Hatton Road and neighboring streets above Carmel Valley. The official 2025 map states that no additional sphere of influence is designated beyond the existing boundary and records an April 28, 2025 reaffirmation. A street or house that uses the High Meadows name in a mailing address is not automatically inside the district’s legal service boundary.

How is this different from the Hatton Canyon fuel-reduction project?

California58 has separately reported on vegetation management near High Meadows, including a Hatton Canyon treatment area. The county’s CSA 51 budget should not be treated as the funding source for every nearby fuel-reduction activity; a project can be managed by a different public agency or financed through a different program. A direct accounting link requires a project-specific record.

What should neighbors request?

Useful questions for county Public Works and budget staff include the adopted FY 2026–27 appropriation for CSA 51, the specific maintenance categories inside that amount, the beginning and projected ending fund balance, and any service requests or work orders affecting the neighborhood. These records are more meaningful than taking a budget increase alone as evidence of improvements. Owners should also compare their tax or assessment bills with the official CSA boundary before assuming they are directly assessed for a particular service.
